The University of Maryland, located in Baltimore is seeking a leader with a focus on excellence for the position of Dean, School of Nursing. Reporting directly to the President, the Dean is the chief executive and academic officer of the School of Nursing and provides leadership of the Schools senior executive team. The Dean works collaboratively and cooperatively with the deans of the other schools and University vice presidents and has responsibility for all education, research, service, and administrative functions within the School of Nursing with a commitment to diversity and inclusion in all facets of the operation of the School.

The mission of the School of Nursing is to shape the profession by developing nursing leaders in education, research, and practice. The mission is accomplished through outstanding baccalaureate, graduate, continuing education programs, cutting edge science, research and innovative clinical enterprises.

The University

Founded in 1807, it is comprised of a 61 acre research and technology complex that encompasses 62 buildings in West Baltimore near the Inner Harbor. The University remains Maryland's only public academic health, human services, and law center with seven professional and graduate schools to train the majority of the state's nurses, physicians, dentists, lawyers, social workers, and pharmacists. Sponsored research totaled $567.1 million in Fiscal Year 2010. With 6,349 students and 6,717 faculty members and staff, the University is an economic engine that returns more than $15 in economic activity for every $1 of state general funds appropriation. The community gives more than 2 million hours a year in service to the public.

The School

The School of Nursing, established in 1889, is the largest nursing school in Maryland and one of the largest in the nation. It enrolls more than 1,700 students, including more than 200 students at the Universities at Shady Grove in Rockville, Md. Currently, the school is ranked eleventh among all nursing schools nationally by U.S. News & World Report and four of its masters specialties are ranked in the top 10. It is the only nursing school in Maryland with an Institute for Educators in Nursing & Health Professions, which offers a post-graduate certificate, Teaching in Nursing and Health Professions It also established the first nursing informatics masters and PhD programs in the world

Current enrollment is comprised of Baccalaureate: 584 students BSN, RN-to-BSN, RN-to-BSN Online; Master of Science: 980 students 9 masters specialties; the states only Nurse Anesthesia masters specialty and Clinical Nurse Leader (CNL) masters degree option; and Doctoral: 127 students PhD (49) and DNP (78). Academic offerings include 33 unique Web-based courses with 57 total sections; 75 unique Web-enhanced courses with 103 total sections. There are 136 faculty members (full and part time) of which 63% are doctoral prepared and 37% are masters-prepared. There are also more than 300 faculty associates and clinical preceptors who oversee student clinical experiences.

It is 21st in receipt of funding (for schools of nursing) from the National Institutes of Health, and received extramural research funding of $6.7 million in FY 11; with a total extramural funding of $12.6 million in FY 11. It also operates the Governors Wellmobile Program which provides primary health care to uninsured and underserved residents in Central Maryland.

Baltimore

The city of Baltimore, Maryland is home to vibrant cultural, arts and athletic attractions. The Baltimore Symphony Orchestra is world renowned as are the Walters Art Museum and the Baltimore Museum of Art. The inner harbor is a frequent destination to guests of the city and is home to the National Aquarium and the Maryland Science Center. Within walking distance to the inner harbor are the homes of the Baltimore Ravens and the Baltimore Orioles.

One of the nations oldest cities, Baltimore has 72 historic districts including over 57,000 monuments, statues and other structures. From urban row homes with water-view roof decks to Victorian porch fronts on tree-lined streets, Baltimore is nicknamed the City of Neighborhoods. University Leadership

Jay A. Perman, MD, was appointed president of the University on July 1, 2010. It marked a return to the UM campus where Dr. Perman chaired the Department of Pediatrics in the School of Medicine from 1999 to 2004. Dr. Perman left Baltimore, where he also had served at the Johns Hopkins School of Medicine, to become the dean and vice president for clinical affairs at the University of Kentucky (UK) College of Medicine from 2004 to 2010.

One of Dr. Permans key initiatives was to develop a campus-wide strategic plan. Starting in November, 2010, themes and workgroups were defined, environmental scans were facilitated, and tactics and metrics for goal achievement were identified. The strategic plan is now in the early stages of implementation, and the Dean along with the entire campus leadership will help to lead the implementation to success.

The Position

The Dean, School of Nursing is charged with overseeing and enhancing a rigorous portfolio of academic programs aimed at building a dynamic curriculum to train the next generation of nursing practitioners, scholars, and administrators. A doctorate or terminal degree from an accredited institution of higher education in a relevant field and a Master's degree in Nursing is required. Also required is a nursing license in good standing (or the ability to attain reciprocity in the state of Maryland) and a minimum of 12 years of related experience that demonstrates leadership, management and academic administration in a Department/School of Nursing with at least five years at a level equivalent to associate or assistant dean or associate or assistant vice president. Key responsibilities include developing and overseeing an ambitious faculty recruitment and retention plan in order to build a diverse community of world class teachers and researchers; supervising the School of Nursings appointment, promotion, and tenure process; engaging the School of Nursing community in an inclusive strategic planning process to develop and implement a strategic plan that aligns with University strategic plan; establishing and overseeing a comprehensive quality assurance and effectiveness program that aligns with the standards established by the Schools respective accrediting bodies; encouraging and facilitating a culture of collaboration that leverages the resources, talents, and expertise across the UM community and the University System of Maryland (USM) to advance the mission of the School of Nursing; engaging with local, state, and national leaders in government and industry to advocate for and advance the strategic initiatives and priorities of the School; and developing and executing, in cooperation with the Chief Development Officer, a fundraising program that aggressively seeks out private, federal, and foundation funding.

The Ideal Candidate

Qualified candidates must have a doctorate or terminal degree from an accredited institution of higher education in a relevant field and a Masters degree in Nursing; current nursing licensure in good standing that will be reciprocal with State of Maryland Board of Nursing with the ability to secure and retain an active State of Maryland Nursing license for employment; demonstrated success in an equivalent setting with a minimum of twelve (12) years of related experiences that demonstrate leadership, management, and academic administration in a Department/School of Nursing level in progressively responsible positions, with at least five years at a level equivalent to associate dean, associate vice president, or vice president; a record of scholarly accomplishments sufficient to support appointment as a tenured professor in the School of Nursing.

The ideal candidate will have reliable judgment, trusted discretion, and excellent interpersonal skills to relate to legislators, community representatives, and numerous and varied constituencies of the School of Nursing; a proven track record of a commitment to diversity and inclusion; the ability to interact collegially with faculty and staff at various levels in the School of Nursing and maintain effective relationships with alumni and relevant internal and external constituents; a commitment to ensuring the student and employment population represent the diversity of the environment; ability to conduct research and synthesize result in a variety of areas; thorough knowledge of field, including related laws and regulations; ability to analyze data and make decisions; excellent initiative with resourcefulness, sound judgment, and an ability to solve problems and make decisions; excellent verbal and written communication skills and strong interpersonal skills; ability to present complex information to various audiences, such as governing boards; ability to convey a collaborative, solutions oriented style which can help lead change using strong communication skills to convey the benefits of proposed initiatives; demonstrated leadership, communication, team building, staff building, and organizational skills within a complex and diverse organization.
