The Position
The Director of Nursing located in the Rural Health Sciences Institute in Yreka, CA provides the vision, direction, and oversight required to build, maintain, and expand exemplary partnerships and programs to ensure a highly trained and professional workforce for health care providers. The position will work closely with health care providers, regulatory agencies, accrediting bodies, professional groups, and funding agencies to keep instruction, technology, and standards of practice up to date in current programs and to build new programs as appropriate for the area. The position models leadership, sensitivity, and passionate commitment to the education and health care needs of the socioeconomically and culturally diverse populations in Siskiyou County. The position is fully responsible for all nursing programs and partnerships and provides leadership for the development and oversight of the faculty, staff, facilities, budget, policies, and procedures for those programs.

Major Responsibilities

Manage Nursing Programs:
- Develop annual department goals and objectives.
- Maintain compliance with all requirements of all regulatory and accrediting agencies.
- Oversee systematic program evaluation.
- Participate in policy/procedure development.
- Provide information required by accrediting agencies to clinical facilities.
- Certify compliance with graduation and licensing requirements.
- Maintain currency of regional clinical agency requirements.
- Maintain currency with local, state and federal regulations.

Manage Nursing Enrollment and Students:
- Recruit and advise students and potential applicants.
- Manage admission process.
- Evaluate non-generic students (i.e. transfer, internationally trained, advanced placement)
- Coordinate new student orientation.
- Oversee retention strategies.
- Develop course and clinical schedules.
- Maintain student contact and provide student advisement.
- Refer students to appropriate student services.
- Provide safe and reasonable accommodations.
- Administer student
disciplinary process.
- Oversee student ceremonies.

Manage Nursing Curriculum:
- Participate in identification and validation of prerequisites.
- Participate in curriculum development.
- Orchestrate approvals of curriculum change with Curriculum Committee, BRN, Chancellor’s Office, NLN, etc.
- Monitor faculty adherence to established curriculum.
- Facilitate incorporation of current educational strategies and technology into curriculum.

Manage Human Resources:
- Assist with recruitment of faculty and staff.
- Provide leadership in the hiring process for faculty and staff to meet program needs.
- Ensure faculty licensure and certification.
- Supervise and evaluate professional and support staff.
- Investigate personnel issues and student complaints.
- Participate in disciplinary actions.
- Facilitate and encourage on-going professional development of faculty and staff.

Manage Fiscal Resources
- Develop annual budget.
- Advocate for necessary program funding.
- Monitor on-going expenses.- Develop and manage external funding resources.

Manage Facility Resources:
- Obtain and maintain affiliation contractual agreements.
- Manage use of clinical sites.
- Obtain and maintain equipment and supplies currently used in industry.

Collaborate with College/District:
- Advocate for nursing department needs.
- Follow established protocol for college board communication and approvals.
- Adhere to, and participate in development of, campus/district policies and procedures.
- Advocate for availability and accessibility of required general education courses.
- Actively participate in college events.

Promote Community Awareness and Public Relations:
- Advocate for improvement of nursing education.
- Represent college/district on boards and committees at local, regional and state and national levels.
- Publicize program activities and accomplishments.
- Participate in marketing and outreach activities.
- Maintain relationships with clinical affiliates.
- Develop continuing education programs in response to community needs.

Requirements and Qualifications
Minimum Qualifications
Clear and active California license as a Registered Nurse, or the ability to obtain one. By the time of interview, must have proof of application for California license.;
Master’s degree from a regionally accredited college or university which includes course work in nursing, education, or administration;
One year’s experience in an administrative position with administrative responsibilities;
Two years’ experience teaching in pre– or post-licensure registered nursing programs; and
One year’s continuous, full-time experience as a registered nurse providing direct patient care; OR Equivalent experience and/or education, as determined by the California Board of Registered Nursing (BRN).
Sensitivity to and understanding of the diverse academic, socioeconomic, cultural and ethnic backgrounds of community college students.

Desired Qualifications
A Ph.D. or DNP from an accredited university in nursing, education or related field.
Administration experience at the community college level.
Commitment to community college education as demonstrated in personal and/or professional experience.
Ability to work collaboratively with colleagues, students, other on-campus groups, off-campus community groups and educational partners.
Ability to communicate clearly with students and staff, both orally and in writing.
Evidence of successful experiences leading in a cooperative environment in higher education and demonstrating good judgments, setting appropriate priorities, and evaluating the effectiveness of decision, plans, programs and employees.

Starting Date
Position will begin Fall Semester, 2010, approximately August 1, 2010.

Salary and Benefits
The annual salary range for this 12-month management position is $76,473 to $96,763. Placement on the District salary schedule is based upon education and experience. An earned doctorate from a regionally accredited institution receive an additional $1,200 annual stipend.

The District offers a competitive benefit package including medical, dental, and vision insurance to employees and dependents. Employees contribute a percentage of their salary toward the benefits Package.

The District also contributes to STRS (State Teacher’s Retirement System) on behalf of the employee.

Selection Process
After the preliminary screening, selected candidates will be invited to the campus for an initial interview with the Search Committee. At the discretion of the District, video-conference interviews (in lieu of an in-person initial interview) may be offered. Candidates to be interviewed will be selected from applicants who most closely meet the minimum and desired qualifications listed in the brochure. Meeting the minimum qualifications does not guarantee an interview. The Search Committee will then recommend a slate of finalists to the Superintendent/President for a final interview.

The District reserves the right to re-advertise the position or to delay indefinitely filling of the position if it is deemed that applicants for the position do not constitute an adequate applicant pool or if funding is not available.

The College serves the vast, beautiful, rural area of Siskiyou County with a population of 45,000. The Weed campus sits at the base of 14,162 foot snow-capped Mt. Shasta and the Yreka campus is located 30 miles north of Weed.

College: COS is a major influence in the area and employs a faculty and staff of approximately 300, making it the third largest employer in the county. The college serves about 4,500 full and part-time students through comprehensive transfer courses, employment-oriented programs, life-long learning opportunities, and excellent student services.

Established in 1993, the Yreka Campus is located in the Siskiyou county seat and is also located just off Interstate 5. The campus has an extensive night course program to serve working adults. The campus has five classroom building to serve students. The new Rural Health Science Institute (RHSI) houses the colleges nursing program to include the Registered Nursing (RN) Upgrade, Licensed Vocational Nursing (LVN), and Certified Nursing Assistant (CNA) programs.

The RHSI is an $8.8 million building designed to take advantage of the latest e-learning technology, including state-of-the-art simulation and videoconferencing. The RHSI houses not only the Nursing Program, but has available space for the creation of several additional healthcare career programs and features cutting-edge medical training technology. In addition to offering expanded nursing and allied health programs through traditional community college curriculum, COS leaders have been exploring ways to use the RHSI to stimulate economic development within Siskiyou County.

The opening of the RHSI in 2009 added significant new technology to COS. In addition to expanding the number of classrooms that can be used for distance learning education, the facility has a six bed nursing simulation lab with video capture capability, and a 12 bed clinical lab.

The college is widely recognized for its excellent programs in the humanities, arts, sciences, technology, career/technical education, and athletics. Nursing, fire science technology, an EMT/paramedic program, and an environmental resources technology program are four outstanding career/technical education programs. The Yreka campus has general purpose classrooms, a computer lab, POST certified training simulation classrooms, a fully equipped weight training classroom, and our newest building, a 20,000 square foot, high tech Rural Health Science Institute.
